What are Customs?

Customs are usually located at ports, airports and other points of entry and exit from the country, and their job consists of inspecting goods and products entering or leaving the territory, verifying that compliance with the requirements and regulations for import or export, and apply the corresponding tariffs, taxes and tariffs.

As international trade becomes increasingly complex and globalized, customs are working together to combat fraud and smuggling, and ensure the security of international supply chains.

They are paying increased attention to the risks associated with e-commerce and online transactions. As e-commerce continues to grow, customs are working on more effective ways to track and control goods and services that are bought and sold online.

News in Customs 2023

New features that have been implemented recently:

April 27, 2023: Products originating from Seychelles

From 1 July 2023 products originating in Seychelles imported into the EU will only benefit from the preferential tariff treatment of the interim EU-East Africa Economic Partnership Agreement (EPA) and Southern (EU-ESA) upon submission of a statement on origin made out, in accordance with the provisions of Article 23 of Protocol 1 of the EU-ESA interim EPA, by:

  1. a exporter from Seychelles registered in the European Union Exporter Registration System, or
  2. any exporter from Seychelles, for consignments consisting of one or more packages containing originating products whose total value does not exceed EUR 6,000.

As of that date, letters a) and b) of paragraph 1 of Article 18 Protocol 1 of the interim EU-ESA EPA will cease to apply.

April 12, 2023: systems adapted to CAU, AES and EXS v4

As of May 9, the ECS p2 and EXS v2-v3 systems will cease to be operational, and the respective declarations must be sent from that date through the systems adapted to the CAU, AES and EXS v4.

March 15, 2023: DIVA system

As of March 21, only version 2 will be available for sending the DER document in the DIVA system.

The DIVA system is the only system valid in Spain for VAT refunds to travelers. This voluntary application term seeks to give businesses time to make the pertinent adaptations to their systems.
